By what Bishop and where should candidates of the diocesan clergy be ordained deacons and priests? In a number of seminaries the diaconate is conferred to the entire 3rd or 4th year theologians together, and the priesthood in the home–parish often outside the diocese of incardination. Are there some basic principles in this matter?
